Desde el punto de vista jurídico, impuestos y tributos significan exactamente lo mismo, no hay diferencia alguna entre ellos.

I agree with María, strictly there is no difference, although my suggestion may help if the client insists on translating both words

tribute and taxes

La palabra tributo no necesariamente está asociado a pagos monetarios, puede ser visto como una contribución y no necesariamente material, en este contexto debe estar clasificado como una contribución obligatoria.

La palabra impuesto si es una obligación de pago monetaria.

taxes and fees

There's not a great deal of difference, except tha taxes are usually percentage based, while fees are a fixed amount. Fee is really a euphemism for tax.
