Internet was checked, of course. Few entries for penultimate day of the month and few entries for next to the last day of the month. Am I missing something? Is there a completely way of saying it?

TIA.

Just a note about the particular audience. I'm afraid that here in the US, a lot of people don't know what "penultimate" means so your message will be lost.

penultimate day

I always thought "penultimate day" would be the word to use. True, there are "only" 38 Google hits for "penultimate day of the month", but there are 132,000 Google hits for "penultimate day" (full stop). I think it's the most elegant way of expressing it.
Note from asker:
Sure that US readers will understand it?

second-last day of the month; last day but one of the month

These are two other possibilöities, but don't rely too heavily on google when you get an expression like this - I speak as an ENS, and I think in your context, your first entry is the more likely to have favour.

In the U.S., at least, "next-to-last day" (without "the") is much more common that either choice you gave.
Peer comment(s):

neutral Gareth McMillan : It prolly only gets lots of hits because fewer people have ever heard of "penultimate" - time they learned it.
43 mins
disagree Fan Gao : penultimate sounds much clearer and more precise
46 mins
neutral Richard Benham : Needs to be hyphenated: "next-to-last day of the month".

agree jccantrell : If you want to be understood by the greatest number of people, use this. If you want to try and TEACH the world, use penultimate. In the USA, most people would look at penultimate and shrug their shoulders.

penultimate day

I don't think you can go wrong with penultimate.
If you google for 'penultimate day of the' you will find that this expression is used widely to indicate the last day but one of various time periods.
Peer comment(s):

agree Fan Gao : I agree, and not just time periods, it could be the last but one of anything:)
22 mins
Thanks. I used 'time periods' in a very broad sense, to include things like 'festivals' and so on. ;-)
agree Gareth McMillan : Why use lots of words when one fits perfectly?
26 mins
Exactly. Besides, it leaves no room for any ambiguity.
