Central Bank authorization is required for... the remittance of currency abroad. Há mais de uma opção correta. Cica, verifique o documento Doing Business in Brazil (international lawyers network). Divisa É incorreto falar-se em enviar "moeda estrangeira" (foreign currency) para o exterior (é impossível ...). Fiar-se só em dicionários não resolve...

Mas foreign exchange é câmbio e o fato de não se poder enviar moeda estrangeira para outro país não muda isso. Todos os dicionários que consultei dão foreign exchange como câmbio. O texto que você dá como exemplo é claro, pois fala de envio de moeda estrangeira, o que não é o caso do texto colocado pela Cica, que fala de divisas que, ao serem transferidas para outro país passam por um processo de câmbio.

Ver abaixo One cannot remit foreign currency out of Brazil, the currency is exchanged during the transaction (foreign exchange).

sending funds abroad

remitting funds is a more formal way of saying it, depends a bit on the tone of the document, net net is you can't send money out of Brazil without Central Bank approval
