agree Daniela de Oliveira : em contexto, esta me parece a forma mais correta de dizê-lo. "Hang about" tem mais a ver com estar num lugar sem fazer nada (hang about town, por exemplo), "laze around" é mais mesmo no sentido de ficar sem fazer nada, à toa.

"Eu acho que crianças devem ter tempo para pensar, sonhar e até ficar à toa de vez em quando."

This really means to do nothing. It's OK to say "just hang out," too, but if you say "hang out" without the "just" it implies hanging out with friends, which is not the meaning here.
