I'm translating Consejo Nacional de Fomento Educativo (CONAFE) and I want to write its abbrev. in spanish.

Thank you, quite right: most reasonable people would accept that. However, I've run into quite a few nitpickers who argue that, when functioning as an adjective, "Spanish" may indicate either a nationality or a language ;-)

: It would be unkind to disagree with you twice in the same question, so I'll be neutral this time :) Neither 'according to' nor 'by' sound natural in this context; 'from' might be OK if Asker really insists on translating the expression.
