"7.1.2 Project monitoring, tracking and control

In the area of project monitoring, tracking and control, the audit team reviewed a number of elements, as noted below.
Data collection and tracking requirements

The audit team expected to find that baseline estimates for activities set out in the project plan (including milestones) had been established and accepted by the project team. The GCMS project team has identified, defined and documented major baseline activities, milestones and data. Updates to the project plan approach and associated deliverables reflect the intent of the business case. The evolving project charter is consistent with these adjustments to baseline activities.

The audit team found the project tracking and oversight process to be consistent with TBS Enhanced Management Framework principles.
Planned vs. actual performance

Processes have been identified to:

* track actual performance;
* compare actual with planned performance (e.g., track deviations from plan);
* identify when and what adjustments will be needed; and
* determine the impacts of any adjustments and the subsequent changes needed (e.g., additional resources) to close the gap.
